Proposed Modifications to the Planning Framework for the Mirrabooka Town Centre

On 21 August 2018, Council considered a change to Local Planning Scheme No.3 that proposed modifications to the planning framework for the Mirrabooka Town Centre.

The modifications are required to ensure that the objectives for the Mirrabooka Town Centre, which were developed in collaboration with the community, can be met. Without these modifications, a decision maker could approve development that will impact on the ability to deliver the community’s vision for the area.

To make sure that the vision can be achieved, it is necessary to modify Local Planning Scheme No.3 to ensure that:

  • Sites that the City has previously identified as needing a residential component do so, as the success of the Town Centre is based on people living and working in the area.
  • Before the Mirrabooka Square Shopping Centre can be expanded, new retail floorspace outside the Shopping Centre to create a Main Street must be constructed.
  • The identified public road connections are provided free of cost to the Crown.
  • Public Open Space is provided.
  • An appropriate amount of car parking is provided in the area.

The reason the City is doing this is because if these requirements are not enforced, the City may not be able to achieve its objectives for the area.

Also, as part of the modifications, the City wants to change how Nursing Homes are dealt with in Local Planning Scheme No.3.

When a previous Scheme Amendment came into effect in June 2018, Nursing Homes, which were previously a ‘Discretionary’ use in the Mirrabooka Town Centre, became a use that cannot be permitted. To rectify this, the zoning table for the Mirrabooka Town Centre needs to be changed so that ‘Nursing Homes’ reverts to its previous ‘Discretionary’ use.

Council has decided that these modifications need to be made, and resolved to advertise the modifications. The Scheme Amendment is known as Scheme Amendment No.110.
